Google Plus is still not public to be joined. You still need an invitation to join Google Plus network.
But good news is that Google Plus can now be joined without any invitation. You just need a special link to join Google Plus. Below I am sharing my profile special link to join Google Plus. Use below link to join Google Plus. You will need a Google account / Gmail account to complete signup process.
