The desktop background, also called wallpaper, is a picture or design on the desktop. Windows 7 Starter Edition is developed with a featureset for lower-powered systems, such as small netbooks. Thus, changing the desktop background within Windows 7 Starter was removed to help alleviate any future performance issues within these lower-powered systems. Windows 7 Starter edition comes with one desktop background, which can’t be changed or customized.
